		<description>&lt;p&gt;Interestingly, the very first time I tried to vote (&#039;92), I was subject to your first example (Voter non-registration).  My dorm senator never got around to sending in the registration forms and eventually lost them.  By no means do I think this was an intentional attempt at suppression (the guy was a friend of mine, after all), jut the carelessness of college kids.&lt;/p&gt;

&lt;p&gt;Perhaps the bitterness of that experience sowed the seed that eventually grew into the Code4lib Diebold-o-tron:  influential, hastily written and possibly bug ridden.&lt;/p&gt;
